Answer: This will bring pastors and church members into the team with the BATF, FEMA, DEA, BORDER PATROL, and all the alphabet soup snoops in the USA. Will it not be a great day in America when all churches have TSA agents at the door to grope all the little kids going to Sunday School?
Here is how it works:
Bill and Mary come to their glorious Mega church Sunday morning. The designated door greeter meets them and tells them the church board of elders is in session and asked that Bill and Mary join them in a side room. When they come in, all the elders are watching them with somber faces. Finally, the pastor says, "Bill, you and Mary are a great concern to us all. As a Faith Based Partner with Homeland Security, we must observe all security precautions. You failed to put your phone numbers on the registration card last Sunday which we all fill out. We have two cards here which you will now fill out and include your phone numbers please."
The cards are given to Bill and Mary. Bill is enraged, and he tells the elders that he and Mary will leave at once and go across town to the little Community Bible Church across town. Bill takes Mary's arm, and they both leave very upset.
The pastor picks up his cell phone, dials 911, and he tells the operator that there are two potential terrorists not traveling down Imperial Blvd in a 2010 White Crown Victoria. The pastor tells the operator that they are potential terrorists on three counts. Bill is an Army Veteran from Desert Storm, Bill and Mary both attended a Tea Party rally once, and now Bill and Mary refuse to give their phone number to a Homeland Security Faith Based Partner church.

Mark it down, Big Nanny will solicit the whole world population to watch all Americans near them and report any tourists, missionaries, or American ex-patriots residing abroad if they behave in a suspicious manner.
What you need to understand is this-- All Americans now have the equal right to be a "potential terrorist" regardless of race, creed, or national origin, even Wogs from Kenya. We are all one in the spirit of suspicion. This is what the US Constitution means by equal rights, would you agree?
