Why are these people not REMOVED and subject to DISCIPLINARY ACTION?

He should be removed at once as should many others the inhabit Congress, The White House, Law Enforcement positions, etc. But here's why it doesn't happen but on the contrary we the people are the target by tyrannical officials:
