The CIA and area law enforcement that surround Langley are special and are under different rules even when they make inadvertent mistakes. If someone like Trump's campaign manager one day inadvertently took a gun somewhere he shouldn't have that's different. If I am deemed a threat by my co-workers even though no federal, state, or local laws were breached, broken, or any intent was every made to harm anyone I can still be considered a potential radical right wing domestic extremist terrorist here in America.
So the children were safe and everything turned out ok in regards to the CIA training exercise. Seems we just had another training exercise at a Richmond, Virginia Greyhound station go awry recently. Good thing these INCREDIBLY STABLE EXPLOSIVES never blew the children up on the school bus:
