Beta testing Big Brother high tech equipment needs a test city. So here we go with more taxpayer money. Find some useless way to spend it and build a city without inhabitant and even houses and businesses. This reminds me of several verses in the scripture regarding houses without inhabitants. Kind of peculiar but not necessarily is this describing the city in New Mexico:
