Representative Louise Slaughter says people plan to attack the Federal Government with AR-15's

Who's planning to fight the Federal Government with AR-15's?

Here's New York State Representative Louise Slaughter who doesn't make much sense to me along with this media vulture here. Can anyone make this out?

What does this woman mean at TIME 03:50 when she says "....we've got no second amendment the rest of us..." And at 04:21 she claims a lot of people have some idea to fight the Federal Government with an AR-15? What is this? This woman kind of talks in circles here or I must be tired.
