Do you live in the CONSTITUTION-FREE ZONE?

Does any thing go in the CONSTITUTION FREE ZONE? I see that includes within 100 MILES of Lake Michigan and Lake Superior. Much of Wisconsin is CONSTITUTION FREE ZONE.
