The answer to COMMUNITY IMPROVEMENT is to BUILD A FOOTBALL STADIUM:
REQUIREMENTS: Crime infested, poverty stricken, residents lack job skills. Great opportunity for NON-PROFITS to raise more money for poverty stricken communities and improve lifestyles through the sports industry.
It's all about SPORTS and ENTERTAINMENT:
Will they fly the American Flag there or will it be the African American Flag. We need an African/American National Anthem instead:
