Law Enforcement vs. PEOPLE OF COLOR
NOT: Law Enforcement vs. We the People
How about that race discrimination!
THE PROBLEM:
A SIMMERING DISTRUST between too many POLICE DEPARTMENTS and too many COMMUNITIES OF COLOR.
THE SOLUTION:
FEDERAL FUNDING OF LAW ENFORCEMENT and ADDITIONAL EXECUTIVE ACTION with EMPHASIS ON LAW ENFORCEMENT RELATIONS WITH "PEOPLE OF COLOR."
